The Character Recognition Project is part of a broader initiative to address crime and make Topeka the Safest Capital City in America. By recognizing people in the community who make a difference, the project hopes to reward those who make Topeka a safer, healthier place. The champions will receive a Character Recognition Certificate featuring the names of all of the people who form the Character Recognition Council, which honors our citizens.
